No stranger to leadership in the conservative movement, Kay Coles James has been a member of Heritage’s Board of Trustees since 2005 and previously served as President of the Gloucester Institute, Director of the United States Office of Personnel Management, and Virginia’s Secretary of Health and Human Services.
